James Reinhard, M.D. has been reappointed Commissioner of DMHMRSAS
James Reinhard, M.D. has been reappointed Commissioner of the Virginia Department of Mental Health, Mental Retardation and Substance Abuse Services by Governor Tim Kaine. Dr. Reinhard was originally named to the post in 2002 by then Governor Mark Warner and has helped in leading the department and the state’s public mental health services system through a significant restructuring.
Under his leadership, DMHMRSAS has developed a long-term vision, focusing on the value of self-determination, empowerment, and recovery. Dr. Reinhard also led the department and stakeholders in the development of an Integrated Strategic Plan, providing the framework for the current system transformation. Along with the leadership of the Kaine and Warner Administrations, the General Assembly is now considering a $460 million dollar investment in the mental health, mental retardation and substance abuse services system.
Dr. Reinhard was formerly an Assistant Commissioner overseeing the 16 state mental health and mental retardation hospitals and facilities. Prior to that he was a facility director at Catawba Hospital in Roanoke County. He is a board certified psychiatrist and completed a fellowship in forensic psychiatry at Harvard Medical School. He is a clinical faculty member at the Medical College of Virginia, a Distinguished Fellow of the American Psychiatric Association, and an executive board member of the national association of state mental health commissioners (NASMHPD.)
