Community Services Boards (CSBs)

A community services board (CSB) is the point of entry into the publicly-funded system of services for mental health, intellectual disability, and substance abuse.  CSBs provide pre-admission screening services 24-hours per day, 7 days per week.  You may use the tools below to find your local CSB, or view the list of Emergency/Crisis Phone Numbers.

Core Services Offered by CSBs

CSBs offer varying combinations of six core services:

  1. emergency services (mandated)
  2. local inpatient services
  3. outpatient and case management services
  4. day support services
  5. residential services
  6. prevention and early intervention services 
CSBs exist to provide individualized, effective, flexible, and efficient treatment, habilitation, and prevention services in the most accessible and integrated yet least restrictive setting possible. CSBs draw upon all available community resources along with people's natural support systems (family, friends, work) to ameliorate the effects of mental disabilities and substance use disorders, encourage growth and development, support recovery and self-determination, and assist individuals to realize their fullest potentials. CSBs serve as the single points of entry into publicly-funded mental health, mental retardation, and substance abuse services for their service areas, including access to state mental health and mental retardation facility services through preadmission screening, case management, and coordination of services. CSB History

Community services boards (CSBs) are the local public mental health, mental retardation, and substance abuse authorities. While CSBs are agents of the local governments that established them, most CSBs are not city or county government departments. These services are provided through a broad and diverse network of CSBs and their directly-operated and contractual programs.

In 1968, enabling legislation for CSBs, Chapter 10 of Title 37.1 of the Code of Virginia, was enacted. The first two CSBs were established in Arlington and Prince William Counties. Today, 40 CSBs provide some services in every city and county in Virginia, 134 localities in all. The Department first funded local services through CSBs in fiscal year 1971, distributing $480,078 to 14 CSBs. In FY 2003, the Department disbursed more than $206 million of state and federal funds to the 40 CSBs. In addition, more than $106 million of state funds matched federal Medicaid reimbursements for State Plan Option and Mental Retardation Waiver services.

CSB Duties And Responsibilities

Sections 37.1-197, 197.1, 197.2, and -198 of the Code of Virginia state the powers and duties of CSBs. The current Overview of Community Services Delivery in Virginia contains several ways to classify CSBs (number of localities served, budget size, population density, and type of CSB), describes the composition of CSB boards of directors, lists CSB responsibilities, discusses CSB roles, and includes information about consumers served and services delivered by CSBs in the last fiscal year for which information is available.
